a.) How We Manage an Assignment
DCS manages each assignment through a documented process proportionate to its nature, complexity and exposure. The objective is to ensure timely handling, clearly define responsibilities, control scope and costs, preserve evidence, and technically support every conclusion, recommendation or opinion.
The process follows the operational sequence developed in the thesis Process for the Handling and Adjustment of Catastrophe Losses in Mexico and adapts it to DCS’s current services: insurance loss adjusting, technical engineering consulting, forensic engineering, fire and explosion investigation, risk prevention and loss mitigation.
The operational framework draws on international quality management best practices and the principles of ISO 9001 applicable to process-based management, risk management, customer focus, control of documented information, review of results and continual improvement.
Management Process and Response Times:
1.) Assignment receipt, registration and acknowledgement: DCS confirms receipt within the first 2 business hours and records the initial instructions, case details, parties involved, location, available background information and preliminary urgency level.
2.) Conflict-of-interest and capacity check: Within the first 4 business hours, and once the relevant parties have been identified, DCS verifies the absence of conflicts of interest, the availability of resources and the technical competence required to accept the assignment.
3.) Preliminary review of policy validity, coverage and scope: Before committing material actions or costs, DCS reviews the policy, endorsements, validity, premium status, insurable interest, location, affected property, reported risk, limits, deductibles, exclusions and any other conditions that may influence the handling of the claim. Any potential restriction is promptly communicated to the insurer for instructions. For technical consulting, expert or forensic assignments, this stage includes review of the investigation objective, technical questions, background information, deliverables and scope limitations.
4.) Acceptance and confirmation of instructions: Generally within the first 4 business hours, DCS confirms acceptance, the person responsible for the file, the preliminary scope, required deliverables, communication channels and any conditions necessary to commence work.
5.) Initial contact and coordination of handling: Within the first 24 business hours following acceptance, contact is established with the insured, broker, representative or designated party to obtain preliminary information, communicate initial requirements and coordinate the site visit. In urgent, large and complex or catastrophe-related matters, contact and mobilisation are carried out as soon as safety, access and availability conditions permit.
6.) Inspection scheduling: The inspection is coordinated within the first 24 business hours and is targeted to take place within the following 24 to 72 hours, subject to location, accessibility, safety, availability of the parties and the nature of the matter.
7.) Inspection and damage assessment: During the site visit, DCS documents the circumstances of the event, site condition, apparent nature and extent of damage, affected property and measures already taken. As appropriate, photographic records, measurements, interviews, evidence identification and document collection are carried out. In technical or forensic investigations, potential failure mechanisms, areas of origin, ignition sources, operating and maintenance conditions, subsequent alterations, and the need for testing or specialised analysis are also assessed.
8.) Protection, mitigation and evidence preservation measures: Where risks to persons, potential aggravation of damage, loss of evidence or impact on operational continuity are identified, DCS issues an immediate alert and provides recommendations regarding property protection, salvage, stabilisation, temporary repairs, damage containment and evidence preservation.
9.) Information request and file development: Following the inspection, an initial list of required documents and information is issued, generally within the next 24 to 48 business hours. The file is organised to preserve the traceability of communications, instructions, evidence, documents and actions taken.
10.) Investigation, analysis and quantification: DCS analyses the cause, mechanism and extent of damage, as well as the relationship between the reported event, the available evidence and the affected property. In loss adjusting assignments, DCS also reviews claimed items, budgets, invoices, inventories, repair or replacement costs, business interruption, additional expenses, salvage, deductibles, coinsurance, limits and other applicable policy conditions.
11.) Preliminary report and initial estimate: Unless the client specifies another timeframe, DCS aims to issue the preliminary report within 5 business days following the inspection, subject to the complexity of the matter and the availability of material information. The report may include known circumstances, observed damage, preliminary cause and coverage analysis, mitigation measures, outstanding documentation, initial loss estimate, reserve recommendation and work plan.
12.) Follow-up and periodic reporting: DCS reports on progress, findings, outstanding documentation, changes in estimates, possible coverage implications, specialist requirements and any circumstances that may affect scope, costs, reserves or strategy. Reporting frequency is agreed with the client according to the severity and complexity of the assignment. Urgent or material matters are communicated without waiting for the next scheduled report.
13.) Specialist involvement and technical validation: Where required by the nature of the matter, specialists in mechanical, electrical or civil engineering, fire investigation, valuation, forensic accounting or other disciplines are engaged. Their involvement is defined and coordinated under a specific scope, centralised technical control and prior client approval where additional costs are involved.
14.) Technical review and quality control: Before issuing material conclusions or recommendations, DCS verifies consistency between the instructions received, the evidence, cause analysis, policy application, quantification and conclusions. Matters of greater severity, complexity or exposure are subject to independent technical review.
15.) Final report, recommendation and closure: Once the investigation is complete and the necessary material information has been received, DCS issues the loss adjusting report, technical opinion or agreed deliverable, with clear conclusions, supporting evidence and recommendations for the client’s consideration.
In insurance loss adjusting assignments, DCS provides the insurer with the necessary elements to determine claim admissibility and, where applicable, the corresponding indemnity. The file is closed once instructions, deliverables and final client comments have been addressed.

b.) Large & Complex Losses
Large or highly complex losses require specialised, structured handling proportionate to the exposure. Where there is significant damage, business interruption, complex technical issues, potential coverage or liability disputes, participation by coinsurers or reinsurers, multiple locations, or several parties involved, DCS establishes a specific programme to manage the adjustment or investigation.
The handling model combines senior leadership, planning, multidisciplinary coordination, cost control, technical review and executive reporting, with the objective of providing the insurer with timely and technically supported information for decision-making.
Management Process:
1.) Appointment of the file lead: A senior loss adjuster assumes responsibility for the matter, defines responsibilities, coordinates the parties involved and maintains technical, documentary and administrative control throughout the assignment.
2.) Preliminary review of policy validity and coverage: Before committing material actions or costs, DCS reviews the policy, endorsements, period of insurance, premium status, insurable interest, location, affected property, reported risk, limits, sublimits, deductibles, coinsurance and potentially applicable exclusions. Any possible restriction or matter requiring interpretation is promptly communicated to the insurer to confirm whether the adjustment should proceed, whether its scope should be modified, or whether certain actions should be suspended.
3.) Initial severity and exposure assessment: An initial assessment is made of the damage, potential business interruption, additional expenses, potential liability, operational impact and overall financial exposure. This assessment supports prioritisation and the formulation of an initial reserve estimate.
4.) Adjustment strategy and programme: The scope, objectives, critical activities, inspections, required documentation, necessary specialists, deliverables, reporting timetable and matters requiring prior client approval are defined.
5.) Inspection and control of immediate measures: Site conditions and the apparent extent of damage are documented. Risks to persons, potential aggravation of damage, salvage requirements, evidence preservation, temporary repairs and actions required to restore or maintain operations are identified.
6.) Multidisciplinary coordination: DCS integrates and coordinates loss adjusters, engineers, investigators, valuers, forensic accountants and other specialists according to the nature of the matter, while maintaining centralised technical direction and avoiding duplication of scope or cost.
7.) Investigation and causation analysis: The cause, mechanism and extent of damage are determined through inspections, documentary review, interviews, technical analysis and specialised testing where required.
8.) Coverage analysis and loss quantification: The relationship between the event, the damage and the policy conditions is reviewed. Claimed items, repair or replacement costs, business interruption, additional expenses, salvage, recoveries and other economic components of the loss are also analysed.
9.) Reserve estimation and monitoring: Preliminary estimates are prepared and updated as new information becomes available. Any material variation in exposure is communicated to the insurer together with its technical and documentary basis.
10.) Executive reporting and material alerts: DCS provides periodic reporting on progress, findings, coverage, quantification, outstanding documentation, incurred costs and next steps. Matters that may materially affect the reserve, coverage position, strategy or resolution are communicated immediately.
11.) Independent technical review: Material analyses and conclusions are subject to a level of review proportionate to the severity, complexity and exposure of the matter, verifying consistency between the evidence, causation, application of the policy and quantification.

c.) Catastrophe Response

CAT Response Process:
1.) Activation and initial event assessment: The nature, location, intensity and territorial extent of the event are analysed, together with the affected areas, access conditions, critical infrastructure and potential concentrations of insured values.
2.) Preliminary identification of exposure and accumulations: In coordination with the Insurer, potentially exposed accounts, locations, lines of business and values are reviewed in order to assess the possible impact and establish the initial response capacity.
3.) Registration and classification of loss notifications: Loss notifications are recorded according to account, location, line of business, type of risk, nature of damage, preliminary severity and potential business interruption impact.
4.) Prioritisation of handling: Cases are prioritised taking into account personal safety, structural damage, risk of aggravation, business interruption, financial exposure, critical infrastructure and the relevance of the insured account.
5.) Allocation and deployment of resources: Loss adjusters, engineers, investigators, valuers and other specialists are mobilised according to the nature and requirements of each case, considering territorial distribution, risk characteristics and damage complexity. Allocation is centrally controlled to balance workloads and avoid duplication.
6.) Initial contact and inspection: Contact is established with the insured or its representative and site visits are coordinated. During the first inspection, damage, safety conditions, mitigation requirements, salvage measures and potential impacts on operational continuity are documented.
